The Importance of Mother Tongue Instruction
In Mother Tongue Instruction, pupils are able to develop their ability to
listen to, understand, speak, read, and write in their own languages.
Our
objective is for pupils to be able to and to dare to use their mother tongue in different contexts. Through their lessons, pupils are introduced to the cultural background of their parents

In the curriculum, stress is laid on the importance of Mother Tongue Instruction for pupils with languages other than Swedish in their home.
______________________________________
The objectives of Mother Tongue Instruction can be summarised
thus:
Pupils are to
s become bilingual

s become participants in two or more cultures

s reinforce their identities and

s get support in their academic development
________________________________________________

One's mother tongue is an integral part of one's personality and is necessary for the child's emotional development
and social development
together with the family.
Many language researchers consider it necessary for children with a mother
tongue other than Swedish to be first and foremost given instruction in their mother tongue, thereby following the pedagogic principle of moving from the known to the unknown. Poor development of the mother tongue can lead to poorprogress in Swedish.
By actively supporting a child's mother tongue, we can give the child the
tools needed to learn Swedish and other school subjects.
In this way, Mother Tongue Instruction contributes to the pupils´ academic
development.
Organisation of Mother Tongue Instruction
Pupils in Kindergarten classes are given instruction together if they attend the same school. If possible, they are taught in a group together with pupils from Year One to Three
Pupils in Year One to Three are taught together if their schools are within walking distance. Pupils who cannot be taught in a group because of distance are given individual instruction, one lesson per week.
Mother Tongue Instruction for older pupils takes place in a group, two lessons per week. For some pupils this involves going to another school for instruction.

About 50% of Mother Tongue Instruction takes place within the normal school day. The other half takes place after school.
Organisation of further training for teachers
The school district attaches great importance to working with the development of its teachers´ competence.

A Mother Tongue teacher is the only category of teacher to be responsible for pupils from Kindergarten up to Upper Secondary school.

Our teachers need to have a firm grasp of their subject and of didactics, and that is why it is so essential to give them further training. It is a challenging job- our teachers need to motivate the pupils to take part in this voluntary subject, and so they need to find new ways to teach.

Within our organisation, there are three development groups:
s The group for the development of the work environment for personnel

s The group for questions of curriculum development

s The group for Information Technology

These groups share responsibility for planning and carrying out further training for our teachers. Members of these groups act as consultants within their specialities.
The group for the development of the work environment for personnel
Objectives:
s To promote a good working environment for our   personnel

s To provide ongoing training so that our self-confidence is strengthened

s To dare to influence the work environment
The group for the development of the curriculum and other educational
issues
objectives:
s To stimulate educational development and renewal

s To compile and promote new pedagogic ideas and methods within the teachers´ group
The group for the development of Information Technology
Objectives:

s All teachers are to learn to use computers in their work

s Computers are to be a normal tool of learning in our subject

s All teachers and their pupils are to become competent in the use of the Internet for communication

T
wo projects are currently being run as a part of ITiS (Information Technology in Schools) within the IT group.

The objective of both projects is that they should be:

s pupil orientated

s problem based

s cross-curricular

s process governed

....Project one
................"Comparative European Mythology"

Participants: 8 teachers and 45 pupils.
The group is working with the following mythologies: the Greek, the Celtic, the Croatian, the Nordic and the Roman. It is also studying the following areas: creation stories, giants, gods and symbols.

The work is aimed at discovering connections between the different mythologies and the influence they have had on language and literature. The subject lends itself well to an IT approach.

Project two
              "The Earth- my Mother Country"

Participants: 7 teachers and 40 pupils.

In order to strengthen their integrity and identity here and now, the pupils are to examine and compare their perceptions of Sweden and their countries of origin. Both teachers and pupils are to draw conclusions which they are to present in both their mother tongues and in Swedish.

The objectives are as follows:

s Prejudice and stereotyping is to be reduced

s Critical thinking, acceptance and tolerance is to be developed

s Pupils should be empowered to act as ambassadors in Sweden and abroad.

s The use of IT gives us opportunities for fast communication across national boundaries.

The Foundation for Employment Security Fund project
"A Learning Organization in a Multi-cultural School System"

The Foundation for Employment Security Fund gave a grant to the Department of Mother Tongue Instruction towards the end of 1998 for work on the project "A Learning Organisation in a Multi-cultural School System".

Aim
The aim of the project is to optimise utilisation of the skills and multi-cultural competence of the Mother Tongue teachers out in the schools.

Objectives
The objectives are as follows

s To create an environment which can make use of the multi-cultural skills

that our department possesses

s To pool our knowledge of individual pupils and others

s To develop the role of the teacher as regards individual pupils

Target Group
The project is aimed at all the school staff in the municipality of Lund.

Delegation of Responsibility
Those responsible for the project are:

Lars Granath, Chairman of the municipality

Ewa Bolanowska, Principal of the Department of Mother Tongue Instruction

Grazyna Walentynowicz, Project Leader

Britt Andersson and Annette Andersson, consultants

Ulf Åhlstedt is the representative of the Employment Security Fund, and mentor for the project.
Sten-Bertil Olsson is the chairman of the school district.

Members of each school´s work-team have also attended those conferences where a follow-up and an evaluation of each school´s work has taken place.

Extent
The project extends to all Mother Tongue teachers. It also extends to all teachers in the schools in the municipality and to other categories of staff.

Methods of work
s The method of work is process orientated and based on learning and development processes

s The teams at individual schools develop strategies for co-operation between

The Department for Mother Tongue Instruction and the municipal elementary
schools
s A network for cross co-operation between Mother Tongue teachers and other
school staff is
under construction in the municipality. This network is to
function as a model for support,
stimulus and development of competence.

Project work teams
Project work teams consist of representatives from the individual school and from the Department of Mother Tongue Instruction. These representatives take stock of the problems that exist in the school, and collect ideas based on the objectives of the project.

The work is done in two stages
s Production of a proposal for co-operation between the Mother Tongue teachers operating in the school and the other members of the school staff.

s Action based on the documents that govern the work of the Department of

Mother Tongue Instruction and the individual schools, for example:

- Anti-bullying plan

- Work Environment plan

- Equality plan

- Internationalisation plan

All work in the teams is anchored in the members of staff at the school in question and the teachers from the Department of Mother Tongue Instruction.
At the moment, fourteen schools are involved in the project. These schools have tried to fulfil the aims of the project based on their own conditions. The proposals that have been produced are tailor-made for each particular school district, but they resemble each other in many ways.

Certain elements recur, for example:
- the participation of Mother Tongue teachers in pupil-teacher-parent

conferences and in other pastoral care conferences.

- participation in different kinds of home-school contacts

- shared meetings for the Mother Tongue teachers who operate in the school

and for other members of staff.

Follow up and evaluation
Those in charge of the project are responsible for seeing that it is carried out. The proposals adopted by each school are to be evaluated annually by the school staff and those Mother Tongue teachers operating in the school in question.

Relevance of the project

This is a unique project in Sweden.
Its base is the organisation of Mother Tongue Instruction in the Municipality of Lund.

The so-called Lundian Model can, we hope, be used in other Swedish municipalities.

It may even be used as a model for mother tongue instruction in other EU countries.

Results of the project
The clearest result of the project is that the self-esteem of the Mother Tongue teachers and of the school staff has been strengthened. The Mother Tongue teachers are regarded as part of the school staff and are seen as assets. Their competence is taken for granted and used. The Mother Tongue teachers and the school staff plan and give lessons together. Based on their special competence, Mother Tongue teachers participate in the pastoral care of pupils. They also function as a liaison between the school and the pupils´ families.

The self confidence shown by the Mother Tongue teachers and the positive attitude shown by the school staff is reflected in their pupils. After they have been given attention and appreciation by their teachers and school friends, they can show pride in their language and their culture.

Swedish pupils have been given a better insight into the culture and traditions of the Mother Tongue pupils. Lessons about other countries that are planned and carried out by Mother Tongue teachers and their pupils are welcomed by other pupils as they are different to, and much livelier than the contents of text books. Their curiosity is stimulated. We hope that this will lead to an increased understanding of the immigrant pupils´situation.

The families of the Mother Tongue pupils have a better rapport with the school staff. They take part in parents´meetings more frequently. Parents who have, up to this point, been unsure whether Mother Tongue Instruction was good for their children´s language development now see a clear, positive change in the children´s behaviour.

According to the Mother Tongue teachers, there are clear differences in attitude towards Mother Tongue Instruction in schools within and outside the project.
The ideas of the project are confirmed in the multi-cultural plan for the municipality of Lund which is under construction.
